Working with International Staff and Students

However, due to federal law, there will be occasions when faculty, students, and scholars who are foreign persons must be excluded from access to certain items and technical data where their inclusion would violate export control regulations. If such situation occurs, the Export Controls team will work with the appropriate personnel and department to ensure reasonable controls are in place, often with the implementation of a Technology Control Plan.

Restricted Access Examples

While uncommon, here are a few examples when foreign persons may be restricted from access: 

  • Sponsored projects when sponsor has control or approval rights for the release of project information or the publishing of research results
  • Confidential or proprietary information of a technical nature provided under the protection of a non-disclosure agreement, confidentiality agreement or research project agreement
  • Access to controlled software
  • Access to controlled equipment

Graduate Students

Special note concerning graduate students from countries subject to U.S. comprehensive sanctions: 

Due to significant restrictions and licensing requirements, applicants from these countries require additional scrutiny to ensure that their proposed plan of study and research doesn’t violate U.S. law. This review happens only after a department reviews the application and decides to forwards to the Graduate School a recommendation of admission. The Office of the Vice Provost for Graduate Students and Postdoctoral Scholars verifies all admission requirements are met and issues the official offer of admission and provides a list of students from sanctioned countries to Export Controls for review. The Department and the Office of International Students and Scholars will be informed of the results. In most cases, the applicant is admitted but the Department and Major Professor will be briefed on the applicable sanctions and how they may impact the applicant’s access to controlled information and sponsored research.

Note, this review is necessary for both students coming from abroad and transfer students who may already be in the U.S.
